Job Summary
The Technical Office Manager leads the technical office function across UECC project sites, owning the accuracy and constructability of all design interpretation, shop drawings, method statements, quantity take-offs, and technical submittals. The role is the technical gatekeeper between design intent and site execution — errors or delays at this stage translate directly into RFI cycles, rework, contractual disputes, and lost project margin.
Duties and Responsibilities
? Lead, plan, and supervise the Technical Office team (Senior Engineers, Engineers, Survey Manager, Team Leaders) across all active project sites.
? Review and validate design drawings, specifications, and contract documents for constructability prior to site mobilization.
? Approve shop drawings, method statements, and material submittals before issuance to consultants for approval.
? Oversee quantity take-off and BOQ verification to support accurate tendering, procurement, and interim payment certificates.
? Manage the survey function (via Survey Manager) to ensure setting-out, control networks, and as-built verification meet contract accuracy requirements.
? Coordinate value engineering initiatives with Commercial and Design teams to identify cost and schedule optimization opportunities.
? Lead RFI management with consultants/clients, ensuring technical queries are resolved within contractual timelines to avoid delay claims.
? Review and validate variation and claim technical substantiation in coordination with Contracts Administration.
? Ensure BIM/digital coordination and clash detection are applied on eligible projects to prevent site-level design conflicts.
? Develop and enforce technical office QA/QC procedures, drawing control, and document numbering standards across all sites.
? Coordinate with Planning, Procurement, and Site Operations to ensure technical deliverables align with project milestones.
? Monitor workload distribution and deployment of technical office staff across multiple concurrent projects.
? Evaluate technical performance of team members and identify training/competency gaps.
? Plan and provide training and development of technical office team members, including software and technical standards proficiency.
Qualifications & Skills
? Education: Bachelors degree in Civil Engineering or Architectural Engineering.
? Certification: preferred: PMP, RICS, BIM Management certification.
? Years of Experience: 15+ years of experience in construction technical office / design coordination, at least 5 years in a managerial position on building or infrastructure projects.
? Software: AutoCAD, Revit / BIM tools, Primavera P6 (working knowledge), Advanced Excel.
